Restart Proceadure

As a result of wednesdays FiA the restart proceadure is as follows:
If any driver loses connection before the qualyfying results screen appears we will backout for them and restart qualyfying.
If there are any further disconnections the session will continue and the race will be run.
If anyone loses connection after the qualy results screen appears even if its the first session the race will go ahead without them.
FiA have put this in place to save time and so we can rule out rolling restarts.
